He faults one-time payments to citizens for being too low.

US President Donald Trump has threatened to let the billion-dollar aid package passed by Congress fail. He demanded improvements, otherwise he might not sign the law, he said.

Trump complained in a video he posted to Twitter on Tuesday that the bill provides too much money for other countries but not enough for Americans.
